Confused by wiring instructions for single pole, which usually use brass colored screws with black screw being “common” for 3-way but this model has one of the brass screws taped off and the tape and instructions both say only use that screw for common?
The wiring for a single pole application would be as follows:
Hot wire to Black terminal(#1 on diagram) and Load wire to brass terminal(no tape - # 3 on diagram)

Is there a minimum load requirement for this dimmer?
A minimum load of 10W is recommended for optimal operation of the dimmer.

The on-off switch works but the dimmer slide has no effect. Lights will not dim. Only on or off. What's wrong?
If you are dimming CFL or LED bulbs with this dimmer, you need to verify that they state the are "dimmable".

Installed dimmer which seemed easy enough. Connected both common to common terminal and both black to other terminal. Light will not shut off or dim.
For a single pole installation, your HOT wire would go to the Common(black) terminal and LOAD wire(from your light) would go to 1pole terminal. If you have white neutral wires, they would get wire nutted together and not attached to the dimmer.

Is the lowest dim level adjustable?

Can this dimmer work with a 2’ x 4’ LED array troffer (no tubes)? Is low voltage wiring required?
This dimmer is designed to work with Incandescent, CFL and LED bulbs that go into a medium based socket. It is not rated for ELV, MLV or 0-10v Low voltage lighting.

Is this an ELV dimmer? Are all of your CFL/LED dimmers at this rating level, even if in different operational styles, also ELV? Same question for the dual fan control, motor load on one side for fan and ELV dimmer for LED light on fan?
This dimmer is not rated for ELV. This dimmer is intended for CFL and LED bulbs that screw into a medium base socket. We do not offer an ELV dimmer in this series. We do offer our Tru Universal dimmer Model RH703PTU for ELV loads. I have attached the link

What is the procedure for adjusting dimmer when brightness varies at times ?
The procedure to adjust the dimmer is as follows:
Dimmer may require adjustment to the low end setting to reliably start and/or
remove flickering in bulbs. To adjust, DISCONNECT POWER FROM CIRCUIT, and
remove the Wallplate. Use a small insulated, flat tipped screwdriver to adjust the
trim pot wheel, which is accessible via the slot (marked “CALIBRATION”) provided
on the strap (Figure 1). Turn the wheel downwards to increase the minimum light
intensity setting and turn the wheel upwards to decrease light intensity. Next,
install the Wallplate, restore the power and test. Repeat above as necessary.
If that doesn't correct the light levels, I would verify that you have the correct dimmer for your type of lighting. The WSCL453 dimmer is designed for Incandescent/CFL/LED medium base bulbs only.
