which side is the neutral does not have a brass and silver screw
Please see the attached diagram. The X and Y are both Hot terminals where the "W" is the Neutral terminal.

Can the face be rotated in the frame 90-degrees?
Philip, if you install it in a 4"X4" junction box with an RS cover you should be able to turn it whichever way you like.
