You may be able to locate a tamper resistant cover for this wattstopper device at Home Depot but we do not sale any.

Is it possible to turn the dimming function of these off ? I have a client who claims their lights no longer dim and only switch on and off.

Can 2 dimmer switches be used for control of same light
Yes, you can use 2 dimmer switches on the same load and they will work like a 3-way switch.

Is the infrared functionality passive or active?
This switch infrared functionality is more toward passive because the Infrared is only used for programming the switch and no other function.
