Can I use this item alone as a regular Dimmer?

No this dimmer will not do anything unless it is paired with a Master. This dimmer remote is only intended to communicate with a master. The model You would use alone would be the ADTH700RMTUW1

Is this or any of the Wi-Fi dimmer switches compatible with ceiling fans? I'm looking for a Wi-Fi solution that I can use to adjust ceiling fan speed.

Thank you for your inquiry regarding our wifi ready devices. We do not have a wifi ready option for fan speed control at this time. You cannot use a dimmer on a fan as they are not comatible so we do not recommend using any dimmer as a substitute. The only fan speed we have in the adorne line is the AAFN4S16A(M/W)4. Hope this helps!
