Can this switch be used after a photo eye without having to adjust or turn the switch on and off every time?
Yes, but it is 0-10v, so aside from your hot, neutral, ground wires going to the light you will need a pink and purple dimmer wires (if you are even dealing with a 0-10v dimming light).

Can I use this outside in a bell box with a weatherproof cover?

How many watts will this hold for LED lights
The dimmer is rated for 10A at 120V or 5A at 277V. A maximum of 30 ballasts can be connected to a single dimmer control.

Is this a "sink" or "source" 0-10V dimmer, and what is the voltage level at the lowest setting?
This is a sink dimmer and the lowest output voltage is at most 0.7V
