Can I stream the sound from my iPad without it being from a specific app like Pandora? I would like to listen to my Xfinity stream on my out door speakers, is this an option? I have a P 300.

You can only do that if you physically connect your iPad to the P300's line-in port with a cable to go from the charger port (either lightning or USB-C to 3.5mm). You could also buy a bluetooth adapter and connect it to the 3.5mm Line-In on the P300.

Nuvo Player supports up to 192kHz audio quality.
