Can I use this one gang control box to house the paddle dimmer for the light circuit and also make the outlet connections in it? The 14/3 and 12/2 will come through the wall at the box and then there would be two 27" tracks from the box along the wall.

Yes, all of the control boxes come equipped with leaded connectors for the lighting, receptacle, and accessory circuits.

All of the adorne universal dimmers are rated for ELV drivers, like ADTP703TUW4.

Not able to run the feed to the back of the control box due to fire wall restrictions. Do not want to use the top set of holes. Side entry to the control box would work best. Is it reasonable to tap holes in the side and add bushings?

We want to have undercabinet angled power outlets affixed where the cabinets meet the backsplash. We want to use just this gangbox with GFCI outlets and not the full modular track. Can we do that and can I get the GFCI and regular outlet part numbers?

The GFCI in White is AGFTR2152W4 and the regular outlet is ARTR152W4.

I have concrete block walls, my cabinets are hung on a 3/4" french cleat and the wiring is in the space between the wall and the cabinet in a flexible conduit.  Can I still use this system? I have had a hard time seeing exactly how the wire can come in.

Is this unit GFCI protected?

A control box with no device is not GFCI protected unless you add the GFCI outlet or install it on a GFCI breaker.
