Can this be used outside?

No, the TS-400 is designed for indoor installations.

Can this timer be used as a standalone unit and, will it run at 18 volts? If not, do you carry some thing that will work just like this at 18 volts?

Hi Dave, The TS-400-24 will only work @24V, and will work as a standalone only when installed.
