Can this splice bracket to used as a ground if the tray paint is bared where the brackets go? A competitor, CPI, allows removing paint, and using an anti oxidant at splice plate location in lieu of using grounding jumpers.

Hello, it’s not a UL tested method. It is up to the AHJ for acceptance. (Authority having jurisdiction).
