Is this device rated for 20amp feed- through?

Yes, the P&S Legrand 15A receptacles are designed with a 20A feed through capability. They can be installed on a 20A branch-circuit so long as they are not the only device on that circuit. NEC 2008 210.21(B) (3)

Can this rec have two separate circuits on it?

Yes, it has split circuit tabs in between the terminals that can be removed.

installed a 3232tr-bkcc14 outlet, have power to the unit, and leaving the unit, power on the lug, but, will not energize any devices.
